The short answer is no. Sunscreen does not remove dark spots. No UV filter can act on pigment already sitting in your skin, and any product implying otherwise is describing some other ingredient or hoping you will not ask. But "does it remove them" turns out to be the wrong question. The better one is why every routine built to fade dark spots still begins with sunscreen, and the answer changes what you should expect from both.
What a dark spot actually is
A dark spot is a patch of skin carrying more melanin than the skin around it. That pigment was made weeks ago by melanocytes, the pigment cells at the base of the epidermis, in response to some trigger: a breakout that has settled, a burn, an insect bite, or plain accumulated sun. Those cells handed the finished pigment upward to ordinary skin cells, which now carry it at the surface.
What you see today is finished work. Sunscreen has no way to reach back and undo it. Nothing in a sunscreen breaks pigment down or speeds its removal. A UV filter does exactly one thing: it reduces the amount of ultraviolet light reaching the skin underneath it.
Why that one thing decides so much
Ultraviolet light is the loudest signal a pigment cell listens to. Every unprotected exposure tells the melanocytes in a dark spot to make more melanin, and a patch of skin that has over-produced once tends to answer the next signal more readily than the skin around it. So an unprotected spot does not simply fail to fade. It deepens. A spot that had begun to clear comes back, because the cells beneath it were re-triggered while the surface was still shedding the old pigment. This is the pattern behind the familiar complaint that a mark faded quietly for months and returned after one beach holiday.
Worth knowing for spots specifically: the burning wavelengths measured by the SPF number are not the whole trigger. UVA, the longer wavelengths that pass through window glass and are present all day and all year, darkens pigment at doses far below a burn. Where fading actually comes from
Skin replaces itself on a roughly four-week cycle. Pigmented surface cells are shed and replaced by new cells made under calmer conditions. If nothing re-triggers the melanocytes below, most marks of this kind drift away on their own over months. Tone-evening actives lean on the same process. Alpha arbutin and vitamin C slow the enzyme that makes new pigment; niacinamide interferes with the handover of pigment to surface cells. Notice that none of these removes pigment either. They slow the supply of new pigment so that ordinary shedding can get ahead of it.
Two jobs, and a routine needs both
Fading a spot is two jobs running at the same time. Something has to stop new pigment being made in that patch, and time has to carry the old pigment away. Sunscreen holds the main trigger down. Turnover, with or without actives to help it, does the clearing.
Run the actives without the sunscreen and they fight uphill: the serum slows pigment production while daylight orders more, and daylight controls the bigger dose. This is why the instruction to wear sunscreen appears on every tone-evening product, and why dermatologists regard it as the half of any pigment plan that cannot be swapped out.

What to expect, honestly
Prevention is invisible. You will never see the deepening that did not happen, which makes sunscreen the least satisfying product in a routine and the most useful one. Fading, meanwhile, is slow. Pigment sits in cells that have to be replaced, so months are the realistic unit, and pigment that is deep or long-standing may soften rather than clear. One boundary worth stating plainly: a spot that is raised, growing, itching, bleeding, or changing colour is not a job for cosmetics or for waiting. That deserves a doctor's look, on every skin tone.
