No. A moisturizer has no mechanism for darkening skin, and the belief that it does costs people the one product category almost every skin benefits from. The myth is not stupid, though. It grows out of three real observations, and they deserve to be taken apart one at a time, because two are optical illusions and the third occasionally points at something genuine.
Skin tone is melanin, and moisturizer does not touch it
Skin colour is set by melanin, made by pigment cells in response to a short list of signals: UV light, hormones and inflammation. The contents of a moisturizer, meaning water, glycerin, lipids and humectants, appear nowhere on that list. There is no pathway from sealing water into the outer skin to instructing pigment cells to produce more.
So when tone genuinely changes, the bland cream was not the instruction. Something else was, and if sunlight does not explain it, the possibilities worth reviewing are collected in skin getting darker without sun.
The first observation: the sheen
Freshly moisturised skin reflects light differently. A hydrated, faintly filmed surface throws back a softer, deeper reflection than a matte dry one, and in photographs or warm indoor light it can read a shade richer. People notice the change minutes after applying and conclude the product did something to their colour.
It did something to their surface. The effect exists while the film exists and is gone after cleansing. Melanin has not moved.
The second observation: dry skin was hiding the real tone
Dry skin carries a layer of lifted, dead surface cells, and that layer scatters light, reading as an ashy, greyish cast. Moisturise consistently and the flaking settles, the ash goes, and the skin's actual colour shows through.
For deeper complexions especially, the actual colour is darker than the ash was, and the moisturizer takes the blame for revealing what was always there. This is the most common source of the myth, and in the strictest sense it is the product working as intended. Grey scale is not a lighter skin tone. It is dryness, borrowed and temporary.
The third observation: the real one
A small number of people do darken where a specific product is applied, and this case deserves respect rather than dismissal. The mechanism is irritation. Fragrance, and occasionally other sensitising ingredients, can cause low-grade inflammation, sometimes too mild to register as visible redness, and inflamed skin can answer by producing pigment. The result is post-inflammatory hyperpigmentation: patchy darkening exactly where the product went, the same process that lets a breakout leave a brown mark behind.
Deeper skin tones pigment more readily this way, which is why the pattern turns up so often in the discussion of hyperpigmentation in Indian skin. The important framing: this is a reaction to an ingredient, not a property of moisturizer as a category. The answer is a plainer formula, usually a fragrance-free one, not the abandonment of moisturising.
Telling a reaction from an illusion
The two separate cleanly with a little attention. A reaction tends to announce itself: itching, stinging, warmth or faint redness in the days before any darkening shows, and the darkening maps to where the product was applied, patchy rather than even. An illusion behaves differently: the deeper look appears immediately on application, sits evenly across the whole area, and is absent after washing.
Stopping the suspect product settles the question. An illusion disappears with the product. Reaction-driven pigment fades far more slowly, and darkening that persists or spreads after stopping belongs in front of a dermatologist rather than a mirror. Melasma and spreading pigmentation are medical territory, and cosmetics are supporting measures there at best.
A patch test, a few days of the new product on the inner arm or behind the ear, is the cheap way to catch the rare real case before it reaches the face.
A related worry: moisturizer and the sun
A cousin of this myth says moisturizer makes skin tan faster or darken in summer. A moisturizer is not a sunscreen and works in neither direction: it does not invite UV in, and it offers no protection against it either. A summer's darkening that gets blamed on a cream is almost always the sun doing what sun does, on skin that happened to be moisturised at the time. The practical order stands in every season: moisturizer for the barrier, sunscreen over it for the light.
