Ask anyone for skincare advice and there is a good chance the first answer is water. Drink more of it, ideally a great deal more, and the skin will glow. It is free, it sounds healthy, it flatters the person giving the advice, and it survives every trend cycle. It is also, as stated, mostly wrong, and the interesting part is exactly where it stops being wrong.
The claim and the mechanism
The implied mechanism is that drinking water raises the water content of the skin's outer layer, and that a well-watered outer layer looks plump and luminous. The first half of that is where it breaks down.
Body water is tightly regulated. Drinking more than you need does not raise tissue water content in any sustained way, it raises how much you produce as urine. The kidneys exist precisely to keep the body's water within a narrow band, and skin is not a reservoir that fills up when you drink and empties when you do not.
The outer layer of skin also does not receive its water by simple delivery from below. It holds water because of what it is made of: a dense structure of cells and lipids plus a set of water-binding molecules within them, sitting under a barrier that limits evaporation. When skin is dehydrated, the usual failure is that the barrier is letting water leave too fast, not that the body ran short of supply. That is why the practical answer to dehydrated skin is topical, and why hydration and moisturisation are two jobs rather than one.
The studies that exist are modest and mixed. Where a benefit shows up, it tends to appear in people whose intake was low to begin with, which is consistent with what you would expect and is not the same as a general case for drinking more.
Where it genuinely matters
Actual dehydration is a different matter from insufficient enthusiasm about water. If you are properly dehydrated, from illness, heat, hard physical work or simply forgetting to drink through a long day, skin does show it: less elastic, duller, more lined. Correcting real dehydration corrects that.
Living in an Indian summer or working outdoors is a reasonable case for paying attention to intake, and there are plenty of non-cosmetic reasons to drink adequately. The claim being examined here is narrower: whether drinking beyond your needs improves skin. That one does not hold.
What actually raises water in the outer layer
Three things, all of them applied rather than swallowed.
Humectants pull and hold water in the upper layers. Glycerin is the most-used and one of the best studied, and sodium hyaluronate is the salt form of hyaluronic acid that most products labelled hyaluronic acid actually contain. Glycerin's post makes the case for the least glamorous ingredient in skincare.
Occlusives slow evaporation from the surface, which is most of what a moisturiser is for and the reason richer formats suit dry skin.
Barrier ingredients rebuild the structure doing the retaining, which matters if the reason skin will not hold water is that its barrier is damaged. Environment matters as much as product. Air conditioning, dry winter air, long hot showers and over-cleansing all pull water out faster than anything you drink puts it back.
Why the advice persists
Partly because it is true adjacent to something real: severe dehydration does show on skin. Partly because it costs nothing to give and cannot be blamed for failing. And partly because it fits the appealing idea that skin reflects internal virtue, which is the same instinct behind detox claims and most diet-based glow advice.
Skin does reflect health in real ways. Sleep, illness, medication and nutritional deficiencies all show up on a face. But the specific promise, that drinking extra water hydrates skin, describes a plumbing arrangement the body does not have.
Drink enough water because your body needs water. For skin that feels tight, flaky or dull, the honest answer is a humectant, an occlusive and a gentler cleanser, and if the dullness is not about water at all, why skin looks dull covers the other causes.
